*There were serious reporting issues during the 2007 season. The figures above are IVR reports supplemented with dealer data. Below is the explanation offered by NMFS, as found on the IVR website:

“During this fishing year, a substantial number of herring vessels have not reported their catch in an accurate and timely manner, as required, through the IVR system. Failure to submit reports, including the requirement to submit a negative report for any week when no catch was made, has resulted in vessels being referred to the NOAA Office of Law Enforcement for investigation. If violations are established, violators can expect significant civil penalties and permit sanctions to follow.”

“These data are the best available to NOAA’s National Marine Fisheries Service (NMFS) when this report was compiled. Data for this report are supplied by vessel permit holders via the Interactive Voice Response (IVR) System and may be preliminary. Discrepancies with data from previous Weekly Landings Reports are due to corrections made to the database.”
